I saw a thread a couple days ago pointing out that Gaoler wings are basically hands, and it just occurred to me that most likely none of the dragon breeds evolved naturally or anything and wouldn't have any random vestigial bits. So are Snappers' wings for heat regulation? Stirring up dust to blind attackers? Flapping at the specific frequency to disrupt Veil swarms? The aesthetic?

The main reason for them is because of the modern breed requirements of 4 legs and 2 wings. (though arguably spirals have 4 since they get tiny ones on their arms).
Lore-wise, I'm not sure if we've ever gotten an answer beyond the knowledge they're the 1 modern breed who can't fly. Looking at them, they do look rather worn/tattered so maybe they're used defensively somehow? Or they're known for traveling so aside from using them to hang supply bags from maybe tucking them down protects their goods?
I may also help with balancing when they rear up on their back legs (like we see with the dustcarve dig snapper, Armik). He's sort of flapping his wings in some of the animation so it could help keep him upright.

I remember one of the devs (I think it was Undel) saying that Snappers born Wind or Arcane can fly due to the magical natures of those two elements

I was about to say this.
Canonically, only Arcane and Wind Snappers can fly, and only because of their magic. I'll have to see if I can find the quote
