I bet when dragons go outside and look at like lampposts or something, they just see flocks of nocs flying randomly around any light sources like crazy bats/moths

"Wild" or "feral" Nocturnes from the Tangled Wood emerge every year at the shortest days of the year. They mate and leave their eggs lying around all over the place, then return home immediately.
Some eggs hatch immediately and the hatchlings immediately return to the woods via a homing instinct. The eggshells crumble into Nocturnal Dust, making a huge mess.

Eggs that do not hatch immediately are stored by clans. When the young Nocturnes hatch, they imprint on the nearest dragon, sometimes to the point that their body and color patterns begin to morph to match the dragon they are mimicking. Once this happens, they can simply be considered as a Guardian, Fae, or Obelisk (etc.)--with a slight penchant towards overly stereotypical behavior for that particular breed. (They naturally shun Imperials due to the ancient animosity between the flights. They do not have the same instinctive avoidance of Pearlcatchers due to them being more recent.)
Gen2+ Nocturnes are less likely to pick up the mimicry and more likely to act like "normal" dragons. The farther removed they are from their "wild" ancestors, the less likely they are to mimic at all.
The emergence of the wild Nocturnes coincides with a revelry of animate objects, the Shadowbinder demonstrating her full playful, trickster side. Some of them can be ferocious, but most are merely playful. However, a playful chair the size of a Guardian can wreak havoc among a Skydancer clan, so they are all considered dangerous and warriors are required to subdue them.
Most clans, mine included, feel that the Annual Nocturne Hatch is a massive nuisance ("stupid eggs EVERYWHERE...and mimics, too, climbing out of the cauldrons, coming out of the ground...it's a riot!"). It's a pain to have to watch your step for baby Nocturnes and eggs everywhere, and to have to subdue a playful mimic rampaging through your clan every five minutes. However, there is a rare chance that the Nocturne eggs may house Firstborns instead of feral Nocturne babies, so they always try to gather as many as they can. The faster they are taken up and placed into storage, the less likely they are to hatch wild children and the more likely they are to hatch tractable hatchlings that will in time become valued members of the clan.

Most Nocturnes don't actually hide away and hibernate all year like NotN suggests-- the Nocturnes known for waking up once a year to bring all this mischief and more of their own with them are actually an isolated Nocturne only colony who the local dragons say may be descended from the very first dragons Shadowbinder ever made and who work with her still to this day.
