The title is phrased in a way that could mean anything, just any old thing on the internet that you don't see too often or is outdated by today's standard. Could even be about old memes. You don't have to necessarily want them back but you can miss them.
I sort of miss websites with really cheesy animated intros, I didn't really get to experience most of them but there were a few that remained that I got to see and I thought they were really neat... Nowadays most sites seem a bit simplistic or minimalistic. At best there's videos on the site but never the same usually live action.

Those old anime or video game sanctuary fansites were always fun to browse around. Midi music, old gifs, good stuff.

UK time. Sorry for timezone-related delays in responses. They/Them.
Oh well, I only ever got Internet when I was already 19.. now I'm 26. That's not a whole lot time to actually miss things. I guess I miss a certain chat though. It used to exist when I got my first laptop and now it's gone because they stopped operating it. It wasn't that popular anyways.

I can't believe no one has mentioned Club Penguin yet.
I miss when Newgrounds was THE place to be for animations and games. I watched and rewatched Rawest Forest a billion times over before playing Fancy Pants Adventures World 1.

TinierMe. I thought that was an adorbs little chibi thing. Shut down in 2012 though.
Oh! And the AOL chatrooms byway of those sweet, sweet free trial CDs. Showing my age a bit on that one though.

I think the old internet thing I miss the most is actually....how much 'smaller' it was. It felt a lot easier back to find little communities and meet people. There were only a handful of video game sites, art sites, fandom sites, etc. Social media was not really a thing yet. Now the internet is soooo much larger and spread out 8'D Its so hard to juggle all the different places you could be at.
On a lighter note I miss: everyone and their mom having just. completely random Angelfire webpages, usually with black backgrounds, white text, and a low quality Linkin Park midi playing as soon as you open it. (To be fair though Hypnospace Outlaw does a pretty good job recreating these, LOL)

The modem handshake/dialup sound. I sure don't miss actual dialup connections but I love that nostalgic old modem noise. Sometimes I go listen to it on youtube and reminisce about the good old days.
