i would've thought it was one, but i swear i just saw someone else saying they are in the process of making more accounts.

All players agree on registration to only have one account. If you find someone saying they are going to make more accounts please inform them that this is not allowed (If you feel they are still going with their plan then feel free to send a contact us form to the admins so they can have an eye on that user if necessary.

As Ismaiel said, one player can only have one account. Just inform the person, and if they keep saying or if you are sure that they're going to go on with their plan report it to Contact Us.

Gemhydra could be used to effectively double pretty much everything; fairgrounds lucky streak, gathering turns, lair space, Crim/Tomo/Baldwin/Pinkerton opportunities, even participation in the site's contests, etc. kinda game-breaking in a way, and definitely unfair to the other players.
in a non-gameplay sense, a second account might also be used to harass a member under the disguise of anonymity, or used to gain another flight's private info.
