No, because accents and skins have no use outside the site, whereas art can be sold in physical copies and has a use in real world. 99% sure about this, however, if you want a certain answer, you can use Contact Us to ask an admin.

Dunkarooba is correct; this is in the ToU.
Quote:
 • You may sell your digital Flight Rising fan art or commissions for both "real world" currency or for Flight Rising Currency.
 • Note that Flight Rising retains the copyright to its dragons and designs.
 • You may display your Flight Rising fan art on your personal website provided that you provide a link or the URL text to or for flightrising.com on or near the image.
 • No more than 5 units be sold of tangible merchandise utilizing the Flight Rising intellectual property (IP) be sold for "real world" currency. Making a piece of fan art or a craft project is fine, but making a business out of Flight Rising merchandise is not.
 • Tangible merchandise utilizing Flight Rising IP may be gifted, traded, purchased with Flight Rising currency, or raffled (provided the raffle does not utilize "real world" currency) beyond this 5 unit limit, but may not be sold for "real world" currency once the 5 unit limit is exceeded.
 • Artwork utilizing the Flight Rising IP may not be added to third party, print-service stores. Example: shapeways, deviantart prints, redbubble, cafepress, zazzle, and similar entities.
 • Artwork sales of original works, -tangible and digital- utilizing the artist's own IP may be sold by the artist and have no limitations on units sold. The limitations above are placed solely on works using Flight Rising's IP.

Short version: You can sell digital FR fanart for real currency, and you can sell up to 5 physical FR items (crafts, plushies, dolls, etc.) for real currency.

And another bit:
Quote:
The sale of Flight Rising items or accounts for $USD or "real-world" currency is prohibited. (Updated 6/15/2013)

Artists may sell their skin designs or PSD for $USD or "real-world" currency. Once the skin or design is turned into an item on-site, it is considered to be a Flight Rising item and may not be sold for $USD or "real-world" currency. (Updated 6/15/2013)

You cannot sell skins/accents as an FR item for real currency, but you can sell the design to someone. So, if you design a skin/accent, you can be commissioned for it, receiving money for the design. Afterwards, either the artist or the buyer can submit the design for approval, with skin/accent blueprints bought through the site--at this stage, the real currency exchange between artist and client is finished.

In case that's confusing: You can buy the skin/accent art for real money, but the actual skins and accents count as FR items and therefore you cannot buy those with real money.

I noticed a user on DA is selling dragon designs with alternate skins and such but I don't think she/he actually owns the designs themselves but is using the Predict Morphology as a means to sell dragons.

I don't believe they have these dragons on their account but have an account to access the Morphology as a means to make them and get some kind of DA currency. (That can if converted enough be turned into real money) Is this allowed?, I don't know if I'm allowed to comment here I just want to make sure I'm looking at this right and don't want to start something on DA over it.

@ClaireCooper26 I'm not quite sure what you're describing so I'll cover most of the bases: If a person is selling dragon artwork (hand/digital artwork) inspired by FR it's okay. If they are using FR's IP (Intellectual Property) then it's both against FR and dA's rules. Traced artwork is IP and not okay. Trading dA for completed skins/accents (where they've been turned into a sellable item on FR) as well as dragons themselves or any other FR item is not allowed by both FR and dA. The rules on deviantPOINTS:
10. deviantPOINTS cannot be used, Transferred, sold or otherwise traded outside of the Site and any such activity is strictly prohibited.
To see the entire section go to https://about.deviantart.com/points and click on Terms and Conditions for Points to get the pop-up with this information.

I want to live in Theory. Everything works there.

Have you checked the Gem MP for Gene and Breed scrolls before buying an AH listing from me ending in 5g?

Would you like me to contact you about this personally?

@ClaireCooper26

At this point it should get reported to FR via a Support Ticket and to dA has a Help Center article. I'm not sure if you can report them directly on their page if they've got comments disabled so if that doesn't work then the Help Center will let you search for the correct form to fill out.

I'm a FR player--not staff, admin or anything else. I just happen to have the links for dA from prior questions and I've read through FR's Terms of Use.
