THe marketplace resets every 2 hours, usually on the even hours. That's when everything in it is wiped clean. From there, it stands a chance to restock every 5 minutes, but not everything stocks, and it's random as to what will stock. New items will stock more than existing items, numbers wise, not frequency wise. The stars on the items will indicate how frequently the items may stock, with one star stocking more frequently than 4 or shiny star items.

-It depends on the item. Some common items can be cheaper on the AH, but less common or popular apparel (think golden wing silks or flowerfalls) are almost always cheaper if you can snipe them on AH.
-Also dom discounted apparel is usually the best price you'll ever find
