@SunglowMoonRing I think redrock cove would be the best, but any venue drops it! Any water areas would also have a higher chance, like kelp beds.

I don't recall seeing anything on water-based venues having higher Frigidfin item droprate? According to the announcement post all the monsters drop them equally

@Elaendorlien can't remember where I read that from, you might be right and I might be thinking about water flights festival currency, but I do remember grinding primarily in redrock last time the event was here.

Looking at Maki's fest guide, Redrock Cove was the best venue for Water fest currency last time (nothing to do with being a water-based venue, it just has a lot of Water and Neutral enemies) and it's been good for many other festivals as well so that sounds likely
Either way, any info from earlier festivals (this and festivals in general) is most likely now outdated due to drop rate changes and other Coli updates. It doesn't seem to be covering Frigidfin, but Maki’s Festival Coli Guide always has the current drop rates for bigger festivals

Basically you'll want to battle where you have the fastest monster per minute rate (a combination of battle per minute rate and average number of monsters per battle in a venue). This will depend on your team and their stones. Generally it's the highest level you can 1-shot everything except the bosses.
