I've seen players recolor FR items and release them for free use (usually for bio resources). There was this one time I saw adopts for foddart, though I'm not sure if they're the exact lines or drawn to mimic. And I've also seen someone wanting to pay for a request for someone to clean/crop pieces from apparel art apart to use as bio resources as well (not a recolor, but still treasure for editing FR stuff).
(these are all explained sorta poorly, I'm sorry orz)
My guess is, if it's on-site, it's fine, but off-site or for real life currency is where it gets dicey? I'm not an authority on it though.

I couldn’t find the limits beyond the “currency” rules.
What I exactly meant was:
Using line-art of (said in-game item) and modifying the colors to fit (indicated dragon/charector) in return for in game treasure.
