For future reference, you don't need to post the same question in 2 threads - you're perfectly likely to get an answer from either one. Several players, including myself, are subscribed to FAQs and Tiny Little Questions, and check the Help Center frequently besides, so you don't have to worry about being overlooked completely.

If you're referring to Roundsey's Raffle Roulette, each ticket is 1 chance at winning one of the weekly prizes displayed on the right. It resets every week, where winners are randomly drawn after the counter at the top right reaches 0.

If you're a winner, you'll either get an item sent through Private Messages, or a dragon will automatically be placed in the first available space in your lair. Once you've bought a ticket, you don't have to do anything else until the raffle resets and a new one starts. It's entirely automatic.

If you want a raffle dragon, though, you should keep at least 1 lair slot open; if your lair is completely full, you won't be able to win any dragons from the raffle. If you have no lair space, you can always put one of your own dragons in your Hibernal Den and take them out later if you didn't win. Roundsey dragons are outrageously valuable, so I wouldn't give up on that chance!

If you're referring to a user-run raffle in Raffles & Giveaways, you would have to read their individual rules and ask the owner questions if you're not sure what to do. It usually works the same way, though; once you've bought the tickets, you just need to wait until the winners are drawn.
