hello! if i were to offer my dragons up for others to breed with their dragons for a small fee(kind of like studding in dogs or covering in horses) what forum would that go in? or would that even be allowed :)

That sounds like it would go in Dragon Trading, but "studding" isn't really a thing, sorry to say. It's technically allowed, but the rules on dragon ownership don't support lending dragons to other players for any reason. If the other person decided to keep your dragon, there's no way to get it back.
If you wanted to make money by breeding, you'd be better off making pairs of your own and selling their hatchlings as exalt fodder.

I have definitely seen people posting a thread like that every so often, either in Dragon Trading or Dragons Wanted, but I don't know if you would get much money for it. Generally what I have seen is people looking for temporary mates for one or more of their dragons essentially as a novelty, with any hatchlings getting split evenly between both users or a small buyout fee. I honestly have no idea if people can get money, but unless your stud is has some sort of unique quality that could be passed down to offspring in lore (G1 Imp, low generation Naomi descendant, etc) you're probably not going to get a lot.
