There is a bug where a dragon can "remember" how many slots it had from the previous owner, allowing you to put more apparel on. However, this bug tends to lock the apparel in place when you go over your lair's limit, preventing you from adding or removing apparel from that dragon until you buy the slots legitimately.
If you like dress-up, I recommend investing your Gems into apparel slots sooner rather than later. It costs 2,250 Gems total, but 20 slots can do wonderful things.
