But my question is... What is the difference between a normal 10 copy print of a skin and a 10 copy print of a "custom"?

Well, 10 copy print of a 'custom' would mean it was commissioned by a player, and they would have specific requests to the artists making them, and likely to be designed for a specific dragon. A normal 10 copy print would mean it's made by the artists with no particular dragon in mind. And of course whoever ordered a custom would pay the artist for designing a custom, as well as providing the blueprints.

It may mean the same to other buyers in terms of easiness to obtain, since in both cases there are only 10 copies on site unless they are quick enough to get a slot for the original sale of the normal 10 print. Customs on the other hand are usually not open for public order, unless whoever got the copies decided to sell later on. The re-sell prices for them are usually vastly different too.

Bear in mind group commission is a thing, where a group of people pool their money together to commission the artist for a skin/accent, and so there would have to be that many copies to go around. Me and a group of friends had commission someone before for a custom, and there were 24 of us, so we printed 25 copies with the last copy going to the artist. It's still a custom, albeit a custom with very many copies. lol.
