I just came back from a long hiatus and I distinctly remember an achievement tab, say for collecting each unhatched egg from each flight, but I can't remember how to find it.

Secondly, are unhatched eggs still gathered from the scavenging option?

Achievements were disabled last year as they were incredibly buggy. The system will be rewritten eventually. You can read more about it and the reasons it was disabled here: https://www1.flightrising.com/forums/ann/2694544

Yes you can still get eggs through scavenging. They're still incredibly rare.
