It was briefly available (I think as a coli drop?) back when the different eye rarities were first added. They were made so that players who had dragons which hatched before the update would be able to get different types of eyes on their old dragons if they wanted to. They were limited-time because the actual way you're supposed to get the rare eyes is through chance upon hatching.

It was both a coli drop and brewable in Baldwin at a low level during the anniversary when eye types were first added n.n
It was removed/limited because they wanted to keep those eye types for breeding mainly, to the point that the item wasn't planned to be added originally.
