Hello @drakota77749! That item is no longer available through gameplay, but you can buy them from players who are selling their extras in the Auction House! And no, it won't change the dragon's element. :)

@drakota77749 they are retired and only available from other players in the specialty tab of the auction house, and do not change elements. however, the primal chance is ~1% and i recommend you breed a primal clone instead!
