In truth I’m not entirely sure where to start, though deciding when this is taking place will probably help. I’d love to start after the KitC round just because that is an interesting place to start and a piece of lore that we didn’t really talk at all about yet.
I’m thinking maybe Vidarr went to look for Orias after the events of KitC and finds his brother chillin with Felix (pretty Tundra man)? I’m deciding on maybe making Orias and Felix mates if that helps with your decision as to where to start at all.

You could make them mates, or if you aren't sure, they can be in a slow-burn relationship. They know they are more than friends, but are unsure if the other knows.
What's Felix like? Personality wise.
Also, that's a great place to start. Do you know where they are so we can set the scene?

Felix is very bubbly and outgoing, to a degree, he’s kind of shy to start (he gets along better with random animals and beast clan members than most dragons) and he always has at least a few critters with him at all times but once he warms up he’s very sweet. He’s a vet of sorts, basically a self taught medic who specializes in Not Dragons, and he spends most of his time away from others.
If we’re going with Orias and Felix kind of living together then they would be deep in nature territory, a good bit off the beaten path, but not far enough in that they have to worry too much about monsters (I have some fun lore with nature).

Hmm, I would say he might not know about Felix but it's not like Orias went out of his way to be hidden so with a little bit of time and a lot of patience he could be tracked via talking to travelers and neighboring clans I think.
