Captain can take it if he so wishes! It's a common practice to encourage the people who get hired. Also an opportunity to get people to meet as well.

Just wanna ask, what’s the area around the outside of Fairlake like? Is it giant desert of death and despair? Great, towering remains of a city from decades ago?

mostly giant dusty desert, although the amount of grass that's alive slowly increases the closer you get

Hey! I’m not really sure where to start off. Where would the patriots be? Do they stay in INH cities? Or do they have their own hideout somewhere else?

PATRIOT has a secret base not too far from Fairlake, but their HQ is in Seattle, where they took over the city there. Otherwise they have eyes and ears everywhere, controlled and non-controlled cities and towns alike.
