I don't know for you, but I wouldn't pay 400 gems for this. I would, however, pay 25K in the MP or so?
Also, you have to make 28 variations of an accent to have the equivalent of an apparel item. And, you can only have one accent on a dragon - if you happen to have or want to have another skin or accent - well too bad.

It wouldn't work as an accent because of the eyes? Remember, accents are overlaid by the eyes of the dragon!
