Personal Messages? It seems that would be the most useful way to do this? Forums are a public place, so that doesn't really work.

1x1 RPs, by their definition are not meant for the forums, which are meant for discussion and are public. This means that everyone can join the discussion at any point.
1x1 RPs, if the people involved don't want others joining in, shouldn't be on a public forum, but rather through PMs or off site methods.
If the players want to share the RP to get feedback, they can easily put the stuff on a dragon bio and share the bio, and keep updating the bio everytime a new segment of the RP is finished.

I support this. I've wanted to try RPing with people on this site to get my creative juices flowing, but I'm shy as hell and will 90% of the time won't initiate an interaction. I definitely feel more comfortable in a group setting, and if it sprinters off into a 1x1, cool. However trying to find an open for everyone RP is like trying to find a Gen 1 Imperial for sale.

I don't RP here, so I might not have the best perspective, but it seems like what the OP is asking for is separate forums for 'private' (either closed-group, invitation-only, or yes, maybe even 1x1s could find a place there) RPs and 'open' (actively looking for/welcoming new people to join or jump in) RPs?

If you made a 1x1 thread in any other forum, it would immediately be locked as spam. If you made a thread for a small group of pre-selected people in any other forum, it would be locked as spam.
Not really seeing why Roleplay should be held to a different standard. The canned response of "but it's more comfortable" applies to basically any other forum. If I want to talk to a small group of my friends about work and stuff, yes, I would be more comfortable using a platform I'm already on and making a thread in General Discussions. But I'd be making everyone else around me uncomfortable because they'd have to dig to find threads they can actually participate in. And that feeling of being excluded at every turn? That sucks. Not the kind of atmosphere I want to see FR cultivate.
TLDR I'd prefer to see the mods actually enforce the rules instead of condoning rule-breaking by creating a place dedicated to it.

Looks like OP is agreeing with y'all though - they're saying they can't find any non-private threads. Glancing at the board, I can't see any either! They're all private! So everyone in this thread is in agreement, that the 1x1 threads should get cleaned up.

We agree it should be cleaned up - it should NOT however get its own forum as OP suggested in tthe title. - which is probably why you are confused about the no supports.
