With the introduction of the Astrological familiars this festival cycle, it's been clear there is one issue: one sign — specifically Capricorn — will be left out due to the lack of elemental festival during the season.
This was addressed in this thread, and in that very thread, Undel hinted that Fiona will be giving away the missing sign after the 2020-2021 festival cycle. This poses a bit of an awkward problem for three reasons: one, everyone can only get one of this familiar, as opposed to an undefined amount of familiars a festival cycle can hand out; two, Capricorn will be the only familiar not handed out during its season; and three, it is very likely you'll need to awaken all 11 other sign familiars to get the last one (this is speculation, but it makes sense when you think about it).
I would like to suggest alternative ways for this familiar to be handed out that make a bit more sense than Fiona's distribution.
Suggestion One: Give the Capricorn Familiar to Joxar
Giving the familiar to Joxar would allow all twelve astrological familiars to be handed out during the festival season. The goat would get a bit more distribution due to being a permanent addition to Joxar's stock, however, the other eleven familiars will be put in the Spare Inventory Crate's pool eventually, so they won't be totally retired. Basically, all twelve familiars can be obtained through Joxar, though some will be a bit more hard to get, and this is balanced by having a whole week dedicated to an event that allows the purchase of these familiars.
A bunch of goats will not be running around the site because Prismatic Tokens are limited in quantity, as each player is allowed one per festival from Joxar himself and the rest is from Baldwin, which requires a ton of materials and time. Most players will also only purchase one of these familiars, and the rest can be obtained through opening the Spare Inventory Crate.
If the permanent addition of Capricorn to Joxar's stock is undesirable, then Capricorn could also be quietly added into the crate's lootpool without making it available from tokens. The question then becomes how do players easily get their hands on this familiar in the first place like the other eleven, which brings me to suggestion two.

A simple option is, during the Capricorn season, Galore can give out one or two copies of the familiar to everyone who visits the site in a week period. This is a rather standard idea and does not involve the potential labor that Fiona will give.
Another option is to handle the Capricorn familiar similar to anniversary familiars. The option to brew the familiar can be made available in Baldwin for a week in the Capricorn season.
If the developers are feeling generous, they can do both, the same exact way anniversary familiars are handed: one as a gift, extra copies optional through brewing.
Capricorn could also be added to Joxar's crate afterwards, if deemed appropriate.

Courtesy of Fouguri, a Night of the Nocturne option is to open up Joxar for a week during the event and allow users to trade Mimic Powder to purchase the familiar. If it is illogical to open Joxar (as he's never been open during the event), then a Swipp trade involving Mimic Powder would also work.
I will admit that these suggestions are inspired by my desire to hoard this specific familiar, as my sign is Capricorn. For that reason I'm not too much of a fan of them being limited one per player, but I suppose if Fiona hands them out then I'll have to deal with it.
