I think this is how it should be, just logically if they want a social feature to it. Help out a friend, or help out a total rando. A 'help a random friend' thing just seems weird when there's already a 'help a specific person' option...Just expand the random pool. To me that would be more gratifying if I wanted randomness employed.
And for the talk of balance, this would at least shift the scales more towards neutral for non-social players, instead of it being weighed heavily in favor of social/random request people.

Absolutely, and it also somewhat solves the "if you have no friends you get no notes" problem. If you get four notes on average, and >25% of players send to a random active player, in the long term everyone ought to get at least one. This might be its own suggestion, though.

Some additional/expanded thoughts:
Having 'help a random user' I think would be more in spirit with other 'community' features across the site.
Dom you can participate solo (whether your flight is pushing or not, and if your flight is pushing you can contribute to the effort without talking to anyone), in a group, or not at all. Work to support a smaller community (your flight), but still a faceless, large group where everyone can benefit regardless of activity (and the personal contributions can be done solo).
With Dustcarve Dig it really felt like the whole community working together, even though the grinding activities were solo ones. And if people didn't want to participate, or couldn't some days, it was okay because other people were contributing to the goal.
Changing the definition of "Colleague" to encompass the whole site's (active) community - as Dustcarve Dig, which Arlo's is based on/from, did - would fit the precedence and existing spirit of the site much better than creating lots of insular friend group circles (or however you want to describe the mass friending thing that's going on now, lol).
I'm not sure I've fully expressed what's in my head with all that, but hopefully you get what I mean.
People also seem to like giftbombing random people from the online list during flight festivals and such /shrug

Artists I like, random guy in online list with a broadcast message about my current favourite fandom, random gal whose frontpage dragon had made me gasp in wonder, all the nice people I don't want to bother with "Please friend me for a moment while I send you a research note gift and I'll unfriend you immediately after, since my friend list is not a Facebook list of everybody I've laid my eyes on, 'kay?"

Yeah, full support! Now, I have a small handful of active friends on my list that I can send and receive research from--but that's just it, it's a very small group, and I'd like a way to share with the larger community without friending a bunch of random people I don't know (anxiety-inducing).

Please, just let us help other players without having to add them to our friend’s list. It leaves us stuck with only the solo option (which needs a buff, might I add).

major support! the solo option is very limiting as of right now, and i've wanted a "send research notes to random users not on my friends list" option since arlo was first teased.

I'd rather not get rid of the random member of my friend list option as I find it more convenient than trying to find particular players especially when I dont care which friend(s) get it but I wouldn't mind if they added another option that isnt limited to the friend's lis

Like, I'd imagine it's currently relegated to Friends List Only because RNG-ing through 3000+ active users across multiple accounts sounds like it might be a server-based nightmare. For example, what constitutes "active" in this sense? Is it "logged on today" active? Is it "qualifies for Dom" active? What if you've hidden yourself from the active user list? Will the system check for that?
If it isn't I could support adding it as an option (Maybe as like "Submit for Peer Review" or "Publish Theory/Paper" but from what I understand Arlo has a lot of moving parts to it and I wouldn't be surprised if limiting it to only the people a person has added isn't there on purpose to keep stuff from breaking.

I agree here, I prefer it as an option but I do not support removing any of the current options to do it.
This is a good compromise for solo play though.

Yes please! I'd love the option suggested upthread where you can pick any user you like to send notes without them needing to be on your friends list. I'd prefer my friends list to function more like a bookmarks page of people I know and actually like talking to.

I would like this, or type in player names, like crossroads, or send to a player that's online now. I think the site tracks that.
