Livius is Heron Cove's official Fishspine Reef ambassador, but he is more frequently referred to as the Reef Prince. Unlike many of the other dragons at the Cove who prefer to split their time between the sea and the surrounding forests, he spends nearly all of his time underwater, as this is where his divination abilities are most useful.

He is a familiar face in the bustling metropolis of the Fishspine Reef, where Livius delights in perusing the wares of local merchants and collecting interesting trinkets to bring back to the Cove (and helping himself to a few Royal Oysters on the half shell). He has built his home in the great coral structures in the heart of the Reef, which he shares with his golden seasnake friend Alaria, and a benevolent giant octopus named Ogden.

Livius has earned some notoriety amongst the dragons of the Cove for being the child of two God-forged Imperials. While he insists he is no different from any other dragon, his at times alarmingly powerful divination skills cause many of the other residents of Heron Cove to question this.

Unlike Darjeeling, Livius is not a seer and does not experience random visions of events, but instead he is extremely adept at deciphering even the most vague and hushed of the Tidelord's whispers, at frequencies impossible for most dragons to hear. These elusive prophecies are often referred to wistfully as "whalesong" by other dragons who wish to understand but cannot decode their faint tones.
