Due to his assignment at Theta, one of PATHOS-II's most active, central, and largest sites, Joseph (or "Josie", as he's known to his workmates) is both well-known to and well-liked by his colleagues. Because of this, he is oftentimes viewed as "the voice of PATHOS-II," and enjoys an elevated position among his fellow dispatchers. His loyalty to his workmates, impressive knowledge of communications technology, and strong work ethic have earned him the respect of not only his peers, but the Overseers themselves.

Coming from humble roots, Josie has an innate drive to succeed. Though outgoing by nature, he rarely makes time for social events, preferring to focus wholeheartedly on his work. His distinctly chipper disposition and plethora of charming idiosyncrasies give him a casual, approachable air that seems to contrast starkly with his studious lifestyle, but which has served him well in an otherwise bleak environment.

He is closest to Danía Alexíusardóttir, Evelyn Davies, and Ibrahim Ebuya, the dispatchers at Upsilon, Omicron, and Tau respectively—and, unexpectedly, to Delta's Chief Factor, Avery Bradshaw. The nature of their relationship is uncertain, with the assumption being that if it is not romantic now, it will be sooner rather than later.
