The clan is split in three, there are dragons who agree with Cleo's ruling's and all of her decisions, and simply have no reason to over throw her, then there are dragons who believe she is a chance at salvation, and will do anything to help keep her in power, they call them self's Cleo's braid. Then there is the third group, the rebellion, the ones that, tho they agreed to come here and work for her, are slowly beginning to realize she's not what she originally seemed, they realize with all the dragons on her side they could never over throw her, but they are at least going to try to save a few hatchlings before she sends them off to war, they know what the consequences are if their caught, and they have accepted that risk in the hopes of helping at least a FEW dragon's get out of her clutches.

Yeah, it's confusing. The key phrase was "after 5 days" which in this case literally means not until day 6.
