The shattered plain wasn't the first place one would assume to make there home. The hot sun and cold nights would normally scare others away to the safety of the sky or deep forests. Hunting is hard, and finding water is harder. However Regalia had no where else to venture, not in this world. The Tundra, using his own claws, dug out the side of one of the many mountains. He gathered others, a group of outcasts, who like him, had no wear left to go. They survive here, and will defend their home. They are family now, and the shattered plains with it's hostile environment is their sanctuary.
And there is always room in the lair for one more.
