It seems as if this ancient settlement on Sornieth's east coast has bridged the realms of Light and Lightning since creation. Above a vast network of seaside caves and tunnels stands a rocky fortification topped with an eclectic array of domes, towers, and spires dating back to the Second Age. Crystal and marble are the chosen materials for its architecture, and the overall impression is as much of a Sunbeam Ruins fortress as it is of a Shifting Expanse lair.

The dragons that call this lair home tend to be open-minded and diplomatic and have few issues living amongst those of other breeds and elements. Many guests and permanent inhabitants express an interest in art, magic, or spiritual pursuits and seek to refine these skills or share their talents with others. Here is a place of learning and healing. The dragons who shelter themselves in its halls simply refer to it, and their society, as Refuge.

Refuge's leader is Lord Ikelos — the Tempest Guide, the Moonspear, the Spinner of Dreams — and under the protection of him and Mu, Refuge's guardian spirit, life is mostly peaceful. Ikelos, Mu, and their council of advisors try to take every resident's needs into account, though this is much easier said than done.

Ikelos's loose methods of governing have done nothing to deter the rise of various factions in Refuge. Self-styled Archmage Thorn of the Prismatic Order claims to be Refuge's ultimate authority in magic, much to the protest of dragons such as Hailfire who find Thorn's style of recruiting disturbing and liken the Ridgeback to a cult leader.

Kuranes and Celephaïs, who call themselves "Inheritors of Sornieth," say they serve an anonymous queen who calls all to stand vigil against the Shade. Naturally, such a romantic idea has captivated many of Refuge's residents.

And that's not to mention what lurks among the ruins beneath Refuge — the wraiths and spectres of the Old Sanctum.
