Perhaps.

But even the most unlikely reason to hope can lead to

Tucked away in a meager cave, the Exiled Workshop hides away. Born from the spirit of generosity, cooperation, and acceptance, this humble community clings to survival through hard work.

Though it lays in the Shifting Expanse, most of its number do not hail from the Lightning Flight. For reasons of their own, they arrived, seeking refuge.

They found it in hard work, ingenuity, and family. By working together and using their unique skills, abilities, and backgrounds, they were able to create wondrous devices, which allowed them to thrive.

As their clan grows, they understand more and more the value that those from differing origin hold, and have only grown more eager to accept them.

Thanks to the effects of the Stormcatcher's domain, all children that are born within the Shifting Expanse bear the bright cyan eyes of the Lightning Flight, something that the original refugees discovered on their first generation, much to their surprise.

Yet despite their elemental alignment, these children are raised with the culture of their parents, in a loving community of outcasts. Here, they learn to use their abilities with others to create something new.
