Sanctuary is a clan housed within a mesa inside the bounds of the Lightning Farm in the Shifting Expanse. Though one of the lair entrances connects to the coastal city of Outlier Epsilon, Sanctuary itself is largely self-contained and self-governing, operating outside the legal spheres of external Expanse settlements, and maintaining independently negotiated trade relationships with local and foreign dragon clans, beastclans, and other organizations. Despite this, Sanctuary leadership generally holds itself to a higher standard in terms of sentients' rights and quality of life than many companies and municipalities in the Expanse around them.

Despite the isolationist policies held by most of Lightning Flight itself, Sanctuary makes every effort to continue honoring the elements of the other ten dragonflights and to reach out to clans and individuals within their territories to make friends and allies outside of the Expanse.
